Mafia City – Vigilante Guide 2

I’ve received a lot of requests to give my opinion on the remaining vigilantes, so here’s part 2 of the vigilante guide. This is a short guide on the new vigilantes that were added in the game after I posted my first Vigilante Guide & the guide on Nick. I’ll be going over the new vigilantes quickly & will tell you how far they should be upgraded & what I think about their skills.

Charles – Charles 2 star passive skill increases Street Force Ops Speed by 15% which is very helpful for attacking street forces. Also, at 4 & 5 stars, you get 20% defense & attack for Resource tile battles. His 4 & 5 star skill make him the best free vigilante for resource tile attacks.
You should upgrade him to 2 stars at least for the 15% Street Force Ops Speed & even go to 5 stars if you can (especially if you attack resource tiles a lot). It’s better to get his fragments from events rather than spending gold to get them.

Kiko – Kiko has 4 passive skills. Her first 2 skills increase shooter attack by 5% and Vehicle attack by 10%. These skills aren’t very useful especially if you don’t use vehicles and shooters in your march during tournaments. However, you’d need them if you want to improve your overall defense for city royale & normal turf battles.
Her 3 star skill is an upgradable active skill which buffs shooter and Vehicle health, both of which aren’t very useful so I wouldn’t recommend using her as your main vigilante.
At 4 stars kiko increases leader’s accessory equipment attributes by 10%. You may get her to 4 stars if you can for a few extra stats. If you have a Golden Massacre ring, that gives 52.5% stats total (17.5%*3), you’ll get a 5.25% buff from this skill.
At 5 stars she reduces Crew Damage received by 5%. This skill is useful especially for your bulkers & bikers.
I would recommend getting Kiko to 5 stars as the 4th & 5th star passive skills seem pretty good. If you can’t get her to 5 stars, at least get her to 2 stars to improve your overall defense as her first 2 skills are not very effective for tournaments.

Don Ali – Don Ali’s first 2 passive skills increase vehicle health by 5% and shooter attack by 10%. These again, are not very good for the tournaments but needed to improve turf defense. Vehicle health is also good for attacking turfs (if you use T9 vehicles instead of Tankers for attacking).
His 3 star Skill is an active skill that reduces Enemy Bulker & Biker Defense by 10%. This seems to be a pretty good skill as bulker and biker defense are both very important.
His 4 star skill is an active skill that increases ops capacity by 10,000 just like most of the other golden quality vigilantes.
His final skill reduces enemy Crew Attack by 5% at level 1 & 25% at level 5.
These skills clearly make him better than firelord as firelord has similar skills but doesn’t buff bikers. However, for attacks, I think Nick still beats him because of his 35,000 march size increase. But when it comes to defense, Don Ali clearly beats Nick as march size becomes irrelevant during defense. Don Ali is definitely a good vigilante for the Wall.
You should get him to 5 stars if you want to use him for your wall. Otherwise 2 stars would also be enough so you get both of his passive skills.

Gilbert – Gilbert’s first 2 passive skills increase Bulker Defense by 5% and Biker Defense by 10% both of which are extremely important.
His 3 star active skill increases biker attack by 15% which is another great skill.
His 4 star active skill increases Ops Capacity by 10,000 & his 5 star active skill reduces Enemy Crew Defense by 10% at level 1 and 30% at level 5.
He’s another vigilante that is great for both, the Wall and Attacks because of his active skills.
You should get him to 5 stars if you want to use him for the wall and attacks otherwise get him to 2 stars at least as both of his first 2 passive skills are very useful.

Connor – Connor increases Biker Defense by 5% and Bulker Attack by 10% at 1 & 2 stars respectively. Both of these skills are great to have.
His 3 star active skill increases Biker Charge damage & Damage Dealt by Shooters by 10%. The Charge damage increase is good but not the shooter damage.
His 4 star active skill increases Ops Capacity by 10,000 as usual.
His 5 star skill is an active skill that increases Crew Health by 10% at level 1 and 30% at level 5. The health buff is very helpful for your Bulkers and Bikers. However, I would still choose a Gilbert or Nick for Attacks and Gilbert & Don Ali for Defense over Connor.
You should get Connor to 2 Stars for his passive skills. If you want to use Connor as your Main vigilante, you may upgrade him all the way upto 5 stars. However, I wouldn’t recommend doing so.

Vlad – Unlike the other Golden Vigilantes, Vlad has 3 passive skills and only 2 active skills. This makes him less effective for being used as an active vigilante.
His first 2 skills are passive skills that increase shooter defense by 5% & bulker defense by 10% respectively. Although shooter defense is not very important, bulker defense is extremely important, so you should try to get him at least at 2 stars.
His 3 star skill is an active skill that increases Crew Health by 10%, this is a useful skill especially for your bulkers and bikers.
His 4 star skill is a passive skill that reduces enemy bulker damage by 15%. This is another good passive skill to unlock if you can afford upgading him to 4 stars.
His 5 star skill increases Biker Attack & Charge Damage by 10% at level 1 and 30% at level 5.
Even though Vlad buffs Biker Attack & Charge Damage, he only has 4 active skills which makes him slightly less effective than the other vigilantes on attack. I still feel Nick & Gilbert would outdo Vlad on attacks and Gilbert & Don Ali would outdo him on defense.
You should upgrade Vlad to 4 stars to get all 3 of his passive skills. Otherwise you should at least upgrade him to 2 stars to get 10% bulker defense.

Frankie – Frankie is a very important passive vigilante with 4 passive skills. All of his passive skills are very useful. His first 2 passive skills increase Biker Defense & Attack by 5% each respectively.
His 3 star skill is an active skill that reduces Damage dealt by Enemy Bulkers by 30% at 5 stars. Frankie is not a good active vigilante as he only has one active skill.
His 4 star passive skill increases Clothes Equipment Attributes by 10% & his 5 star passive skill reduces enemy Bulker Defense by 20%. This is one of the best passive skills in the game.
I would recommend upgrading Frankie to 5 stars for that 20% bulker damage reduction. If not, then at least get him to 2 stars because his first 2 skills are also quite useful.

Holly – Holly again is a very good passive vigilante. Her first 2 passive skill increases Bulker Defense by 5% and Reduce damage received by Shooters by 10% respectively.
Her 3 star skill is an active skill that increases Crew Attack on resource tiles by 10% at level 1 and by 50% at level 5. If you can upgrade this skill of her’s to 5 stars, she will be better than Charles for resource tile attacks. However, I wouldn’t recommend doing so.
Her 4 star skill increases Leader’s Shoes Equipment Attribute by 10%.
Her 5 star skill reduces Enemy Biker Defense by 20%. This skill is very useful especially against enemies that use a lot of Assaulters (T7 / T9 Bikers). It’s also useful if your enemies don’t use a lot of ranged troops as charge will randomly target melee troops including Riders (T8 / T10 Bikers).
I would recommend upgrading holly to 5 stars for the enemy Biker Defense reduction. Otherwise, you may upgrade her to 1 star for the passive 5% Bulker Defense.

Albert – Albert is another passive vigilante with 4 passive skills. Just like Don Ali, his first 2 passive skills increase Vehicle Health by 5% and Shooter Attack by 10% which are both not very useful for tournament attacks.
His 3 star active skill increases Bulker Defense by 10% at level 1.
His 4 star passive skill increases Leader’s Weapon Equipment Attributes by 10% & his 5 star passive skill reduces enemy bulker attack by 20%.
I would recommend getting him to 5 stars if you can. The 20% enemy bulker attack does help a lot in battle against Combaters (T9/T8 Bulkers). If you can’t get him to 5 stars, at least get him to 2 stars to improve your overall turf defense.

Jane – Jane is another Golden Vigilante with only 2 active skills and 3 passive skills. Her first skill is a passive skill that increases shooter attack by 10%. Her 2nd skill is another passive skill reduces enemy bulker attack by 10% & her 3rd skill is again a passive skill that increases the stamina limit of all vigilantes by 30.
Her 4th skill, like most other golden vigilantes, is an active skill that increases your crime ops size by 10,000.
Her 5 star active skill is pretty good. It increases bulker attack, defense & health by 10% at level 1 and 30% when upgraded to level 5. This is definitely a very strong skill however, I still think that Don Ali, Gilbert & Nick are better than her.
I’d recommend upgrading Jane to 3 stars if you need the extra stamina for city royale otherwise you may stop at 2 stars. However, you can also go upto 5 stars if you want to use her as your main vigilante.

So, my current recommendation would be to use Don Ali & Gilbert for your wall and Gilbert & Nick for attacks. I hope you found this post helpful.

Do I still get the 20% bulker attack if the Vigilante I’m using is garrisoned, and I’m just attacking SF, I’m using Nick, if he is garrisoned, is the 20% for if my turf gets hit, or the crews I’m using to attack SF,s or both…Looked every were for someone to help me with this question, hoping you can help out , Thank you for your time, I really enjoy the things you teach us all THANK YOU, Michael

        Damn.. I didn’t know that. that changes everything.

        What would your latest recommendations be for Leading ops and Garrision, for a standard biker / bulker setup

  2. how about vigilante anita, how far can I upgrade her is she best for attacking of depending?

  3. Who are the best two vigilantes to upgrade and use for attacks?
    Also which two are the best for garrison on your wall?

  4. I spent $150 and got all but 3 to 2 stars. My suggestion would be to buy the male frag and female frag packs as they come. And at least get them one star for stats. Purple frag pack is good as well.

  5. On the Yotta H5 version, do you know if the vigilante packs are recycled? I didn’t invest in Andrew (past the first star) originally, but now think I could use the vehicle buffs. The trouble is that I haven’t seen a pack of his in ages. Do they only run for a limited time for each vigilante? Thanks!

    1. Packs for Andrew are difficult to come across. I used to find it difficult to buy him even on the mobile version. I’m not sure if the H5 version has the Mafia Poly Event for the new babe called Marie. The poly event is a good place to get Andrew Fragments.

    2. The Diana dice game is how I got Andrew to 3 stars. I also believe he is part of the frag list from the boxing game. The supreme purple vigilante pack has all the purple vigs and I think he is 3/1 so 3 coupons for 1 frag. Hope this helps

  6. This is very useful! Thank you! But I’d like to ask u a few things. Is it worth for getting the vigilante growth fund? I am considering should I purchase it.
    Also can u make a vigilante guide once a month or once two month? There’s a lot of brand new vigilante and I’d like to know about them:)

    1. Yes. It’s worth getting the vigilante growth fund. It gives you 8M vigilante exp which helps a lot for the vigilante tournament. It is the only way to unlock Sebastian. I’ve also heard that there are tiers to the growth fund so with every purchase it better & better until you reach the final tier.
      I’ll be posting more vigilante guides soon.

    1. From the hell event. However, she only appears in a few hell events. Maybe like once or twice a day. It’s very hard to find her event & you have to score a lot of points to get her

  7. have any suggestion for Fragment Enhance ?
    Example 5 enhance for daily or something fast for upgarde skill level up

    1. Depends how many vigilante packs you purchase. If you do 5 per day, you will use 350 in 10 days. If you’re buying a $5 pack of a specific vigilante a week, then it would make sense to use 5-6. If you’re buying more, then you should use more. If not then you should use less.

    1. He’s good if you’re using a formation with a lot of bikers for attack. But if you’re using the T9+T10 bulker formation to attack then he won’t be that effective because he only buffs bikers.

    1. Yes. His name is Alan in the English version. He is better than Don Ali for the wall. I would replace Don Ali with him & use Gilbert + Alan for the Wall if I had both at 5 stars maxed out.
